A combination of the Traps skill and Perception is used to detect traps on the ground. In Fallout Tactics, the Perception stat is used to determine the range at which sneaking characters get detected. Perception is required for many perks, such as PE 8 for Sniper in Fallout, Fallout 2, and Fallout Tactics .

In Fallout 4, Legendary armor effects are effects applied to basic armor that use special prefix modifiers that cannot be obtained elsewhere. They cannot be scrapped, but can be modified. They will appear on screen when picked up, and are marked with a star.

Cunning/VATS-enhanced mix and match. For stealth VATS rifle play style, is full cunning armors always better than a mix of cunning armors and VATS enhanced armors? I'm currently wearing 3 pieces cunning armors (both legs + chest) and 2 pieces VATS enhanced armor (both arms).
Depends on the tactical situation. 5 VATS enhanced items gives you functionally twice the AP and twice the refresh rate. If that's enough to end the fight then VATS enhanced is better than "powered". If your fights take more AP than that to complete.
