Brotherhood armor is a superior version of combat armor, including several Brotherhood of Steel technological upgrades. Its distinguishing marks include pale green/gray coloring of the armor panels, blue trim on the chest armor panels, a brilliant silver gorget and underarmor breastplate and pronounced riveting on the pauldrons.
Brotherhood recon armor is an armor set in Fallout 76, introduced in the Steel Dawn update. A heavy set of armor marked with the Brotherhood of Steel insignia. The armor pieces cannot be dropped, sold, or traded, but they can be exchanged for legendary scrip at a legendary exchange machine.
Brotherhood T-51b power armor provides a Damage Threshold of 25 as well as a bonus of 1 to Strength and +25% Radiation Resistance. It can be repaired with T-51b power armor, T-45d power armor, and with salvaged power armor. Power Armor Training is required in order to wear this armor.
Brotherhood and Secret Service armor are virtually the same stat wise. Secret Service has 50 more Energy and Rad resistance, Recon has 50 extra Damage Resistance and is more obnoxious to get unless you wait for Minerva to have it again.
The Recon Armor plans come from doing Daily Ops, plans drop as rewards when you complete ops on elder rank. Or, you can buy them sometimes from Minerva in Sale #7 on that website. Looks like it's going to be a little bit before she sells them again.
