With a game of this age im not surprised that page has long since gone, and while I have found a few unofficial online links to the patches, I was hoping somewhere in EA's archives are the 1.1 and 1.2 patches so I can update the game with the genuine patches.

If for some reason NFSU2 is defaulting to separate axis for throttle and brake, then with the controls centered, the throttle and brake would both be at 1/2 of full throw, and perhaps this results in the cars accelerating.
