The Bullhead is a VTOL (Vertical Take-Off and Landing) tiltjet aircraft, meaning that it is an aircraft that can hover, take off and land vertically. As a tiltjet aircraft, this is done using jet engines with thrust vectoring to achieve both forward flight and vertical ascent/descent.

My guess is, it has some belly thrusters that can give it a basic hover ability just so it's high enough for the actual engines to rotate to a vertical position. 1.
I wanted to redesign the Bullhead and add more details to bring it closer to the vol 6-8 style. Lots of inspiration came from Star Citizen, Halo, and RWBY of course. I look forward to rigging it & showing the parts move, but currently it's not needed.
