The only thing Silence stops is casting spells. Your opponents can still activate abilities, including abilities of cards in their hands (like cycling). Their triggered abilities work as normal, they can still play lands, and so on.

2. Silence. CMC: 1. Silence is golden, spending one mana to instantly prevent all foes from casting spells that turn. With the right timing, this can effectively ruin an opponent's turn. Just remember they can still attack, activate abilities, or respond to Silence with an instant.

Silence's effect prevents the opponent from casting a spell. If Silence is cast and put on the stack to join a previously cast creature, this is what will happen:-Silence resolves first. No spells can be cast.-The creature spell resolves. Resolving is not casting. The creature spell was already cast before Silence itself was cast or resolved.

If each opponent chose silence, Prisoner's Dilemma deals 4 damage to each of them. If each opponent chose snitch, Prisoner's Dilemma deals 8 damage to each of them. Otherwise, Prisoner's Dilemma deals 12 damage to each opponent who chose silence.
