The 57 Leaf Clover is the successor to the 56 Leaf Clover from the first Risk of Rain. The 56 Leaf Clover did not interact with chance effects, but instead gave a chance for Elite monsters to drop random items upon defeat.

20 Tougher Times is 75% block chance, only 25% of attacks hit you. 1 Clover would make that 93.8%, only 6.2% of attacks hit you. That's 75,2% damage you were still getting being removed, still by a single item. That's right, 57 Leaf Clover would get more effective as you gain more stacks of Tougher Times.
Kuzcopolis. •. Sticky bomb and atg missle are the best ones to stack with it for pure DPS. Also get a dagger and stun grenade. It makes ukulele pretty silly.
