The Dragonborns had only 2 reasons to exist - To light the fire in White-Gold tower to shield off against Oblivion and Second reason is to defeat the Alduin. Mortals gave it third reason, which is to rule Tamriel, but it's irrelevant.
The Last Dragonborn is more than just a dragon in a convincing mortal skinsuit. They're both dragon and mortal, with everything that means. They weren't just created as an adult directly by Akatosh; they had a natural birth or at least grew up as a mortal, as they can talk about their parents during the Dawnguard questline.
