The Circularity Gap Reports have provided crucial analysis and theory on the global state of circularity since 2019. This year’s report turns theory into action. It lays out a roadmap for ambitious change to unlock capital, roll out bold policies and close the skills gap.
Rising material extraction has shrunk global circularity: from 9.1% in 2018, to 8.6% 2020, and now 7.2% in 2023. This leaves a huge Circularity Gap: the globe almost exclusively relies on new (virgin) materials.
‘The potential for circularity goes well beyond recycling and waste management to the heart of extraction and consumption of materials. Circularity is key to addressing the triple planetary challenges of biodiversity loss, pollution and climate. Governments and companies should adopt circularity within their core targets for these areas.’
Our world economy is only 9.1% circular, leaving a massive circularity gap. This alarming statistic is the main outcome of this first Circularity Gap Report to measure how the world is progressing on the pathway towards its ambition of becoming more circular.

After analysing the current state of circularity worldwide, the reports give an overview of high level solutions across these global systems.
