They claim that everything is stored locally. So in theory, to be able to view my activity on the desktop signal app, the phone has to be connected to internet to sync with it. Am I missing ...

Users’ calls and messages are always encrypted, so they can never be shared or viewed by anyone except a user and their intended recipients.
A lot of devices have password managers now, or the software on devices may have this feature. Notable examples are 1Password, Chrome Passwords, Apple Keychain etc. These services will notify you if your password has been compromised in a data dump and available on the internet/dark web somewhere, probably in places you do not know about.

If you are using the internet from company's router they can track you by using any network tracking software.
