The Scarecrow in Walt Disney Pictures' 1985 film Return to Oz, was much more faithful to the Oz books. His head was cable operated and relied almost entirely on the movements of an agile and incredible performer named "Justin Case" for its realism.
The Wheelers - people with wheels instead of hands and feet - seize them but they are saved by a mechanical man, Tik-Tok, who explains he was told by Scarecrow, the king of Oz, to await Dorothy's return.
The Scarecrow celebrates along with his revived friends to Dorothy's victory, and witnesses the return of Princess Ozma. He says goodbye to Dorothy as she departs from Oz once again, but knows that she can return anytime if she wants.
Dorothy, Billina and Tik-Tok travel to the castle of Mombi (Jean Marsh), Princess of Oz, who intends to take Dorothy's head for her collection (she has a collection of heads in her closet that she changes from time to time on her body). Mombi says that King Nome took the Scarecrow to his mountain.
Justin Case, an English bicycle acrobat, appeared briefly as the Scarecrow in the 1985 film Return to Oz. He was turned into an ornament by Nome King. Scarecrow was restored when Dorothy quoted Oz upon touching a green ornament. When Princess Ozma was freed from her mirror prison, Scarecrow allows her to regain the throne.
