Architect Merlot, The Waltz of Death, is an Assassin Architect who serves as a miniboss found on Whitesummit inside of the Red Corner in Blackwater Grotto. When defeated, he has a 1 in 5 chance to drop one of his weapons, those being the Silent Blades and Sanguine.

I don't think there is a way to farm Merlot as a Fame rep player. You can clear your Fame at Silverhold, get bounty, gather Gunpowder barrels (can be found around Whitesummit), and put them around Merlot as close as possible, then use a ranged attack and make sure it hits the Barrels.
One Assassin (strictly level 130) spawns in the Red Corner in Whitesummit near Architect Merlot. Another assassin (strictly level 150) spawns in the Dead Halls in Makrinaos, outside of Architect Kalliste's room. Assassins and other Assassin Syndicate NPCs above level 140 have the ability to use rare spells and rare techniques.
