Children's Art School No. 1 in Penza is one of the first art schools in Russia. The year of its foundation was 1945 - the year of the Victory of the Soviet people over fascism in the Great Patriotic War.

The first collection of the gallery was built up in 1892, on the money left in the will of the governor Nikolay Seliverstov, who also funded the establishment of the Art School in Penza (now Savitsky College of Arts). The current collection comprises more than 12,000 pieces and spans the art of the West Europe, Russia, Soviet Russia, Penza artists.
