Mahmut Celâlettin "Celâl" Bayar (16 May 1883 – 22 August 1986) was a Turkish economist and politician who was the third president of Turkey from 1950 to 1960; previously he was the prime minister of Turkey from 1937 to 1939.

Celâl Bayar was the third president of the Turkish Republic (1950–60), who initiated etatism, or a state-directed economy, in Turkey in the 1930s and who after 1946, as the leader of the Democrat Party, advocated a policy of private enterprise.
