He intentado hacerlo modificando en el fichero netbeans.conf que está en la ruta C:\Program Files\NetBeans-12.0\netbeans\etc la variable netbeans_default_options incluyendo el parámetro -J-Duser.language=es -J-Duser.region=ES.
