Sidney Herbert, first Baron Herbert of Lea, born at Richmond, Surrey, 16 September 1810, was second son of George Augustus, eleventh earl of Pembroke, by his second wife, the Countess Catherine, only daughter of Simon, count Woronzoff, formerly Russian ambassador at the court of St. James, and long resident in England.
Sidney Herbert, first Baron Herbert of Lea, was the Secretary at War for England during the Crimean War (1853-1856) and the Second Opium War (1857-1860). 1 His role in the Vancouver Island colony was primarily to authorize the deployment of military resources.

(The design of the ship was blamed.) About 472 died. It was the worst disaster suffered by the Royal Navy in the entire 'Pax Britannica' era. Herbert was age 16.
